서울 따릉이

Use this when a user provides a Seoul latitude and longitude and wants nearby 따릉이 rental station availability. It fetches the official Seoul bikeList real-time station rows, filters by radius using station coordinates, and returns station names, rack totals, available bike counts, sharing ratio, and coordinates.
