Korea EV Charger

Return every charger installed at one charging station using the upstream native statId lookup (single upstream call); the required province input is verified against the returned rows. Use when a caller already has a station_id from search results and needs all connector rows for that station. Requires a data.go.kr service key for the EvCharger API.
